Merge pull request #15032 from l-bat:reduce_mean
* Added support for the ONNX "ReduceMean" Layer. (as this is the same as the GlobalAveragePool) * Add ReduceMean test * Fix ONNX importer * Fix ReduceMean * Add assert * Split test * Fix split test
