Merge pull request #12944 from dbudniko:dbudniko/tests_thresholds

* added threshold to g-api imgproc tests

* trailing spaces remove

* try to fix warnings

* fix license header

* fix random numbers issue

* fix Sobel test

* license headers + precompiled headers included
